This Dissertation addresses the operationalization of the Unified Social Assistance System/SUAS in the municipality of Breves, on the island of Marajó in the context of the Covid-19 pandemic. The research aimed to understand the Social Assistance Policy/PAS in its operational dimension in the face of social demands in the context of the ongoing pandemic that intensified the conditions of existence and misery in the Marajó mesoregion. The specific objectives include the characterization of the structure of SUAS in the municipality of Breves, on Marajó island, in the previous period and in the context of theCovid-19 pandemic; map the volume of resources passed on to the operationalization ofSUAS in the municipality of Breves in the previous period and in the context of Covid-19 andcompare the fulfillment of SUAS demands in the previous period and in the context of Covid-19. To achieve the proposed objectives, the research is based on the theoretical-methodological support of historical and dialectical materialism. The exploratory and descriptive research, with a quantitative-qualitative approach, was based on Bibliographic Survey, Documentary and Field Research. In data collection, the semi-structured interview technique was used, with open and closed questions, with the use of the online questionnaire, sent by social networks, thus respecting the sanitary measures of public health agencies. The results indicate that the dismantling of Social Policies, including social security, through the definancing of public resources, which was already present in the period prior to the Covid-19 pandemic, was reflected in severe consequences for the marajoara population, particularly in the context of the Covid-19 pandemic It is observed that, although the dismantling is taking place, the social meaning of the National Social Assistance Policy, for its users and workers, proved indispensable, which shows us that the historical struggle for social rights is still ongoing.

SOCIAL WORK, THEORY AND METHOD IN MARX: study of its mediation in the training and professional work of Social Workers in Belém/PA

This Master's thesis aimed to: analyze the presence, in its different levels of expression, of the categories of the Marxian method, in the training and professional work of social workers, with a view to showing whether the theoretical-methodological direction assumed by the Curriculum Guidelines of the ABEPSS, have been referenced by professionals in the conduct of their professional work, which was investigated through the following specific objectives: 1) Identify the theoretical-methodological profile of social workers, with a view to revealing whether it is in accordance with what is recommended in the project ABEPSS professional training; 2) To elucidate the process of apprehending the categories of the Marxian method in the training process of social workers, in order to highlight the limits and possibilities of this mediation, as well as how this learning has been satisfactory in the opinion of the graduates; 3) Show how social workers express the contents of the Marxian method in socio-occupational spaces through values, principles, practices and handling of professional instruments and techniques, to reveal the strategies, limits and possibilities of this theory-practice mediation; 4) Know the professional vision of social workers about the influence of Marxian critical theory on Social Work and, consequently, its impact on professional work, with a view to verifying whether these professionals recognize its legitimacy. The investigative process was carried out under the guidance of Marxian theory and method, as it provides a set of categories, including: totality, contradiction and mediation, which allow a radical approximation to the determinations of reality and, consequently, of the object of study of this work, placing it in the logic of the movement of reality itself. Furthermore, the research was developed based on the mixed approach (quanti-qualitative) and the triangulation method, considering the use of quantitative, qualitative and documentary data. It is noteworthy that all methodological procedures were adapted for the remote modality, given the need for social isolation in the context of the Pandemic (COVID-19). An Electronic Form was applied with 338 social workers, as well as a qualitative interview with 06 professionals, from which 05 interviews were used, due to the loss of data from one of these. Regarding the results: the data reveal the predominant theoretical-methodological option for historical-dialectical materialism, in percentage terms 57% of the professionals claim to be in line with this theoretical perspective. There is no significant evidence of professionals linked to the positivist/functionalist, phenomenological/existentialist or post-modern perspective, given that the sum of those who claim to be in line with these theories is 3.26%. The percentage of 24.25% that refers to an a-theoretical perspective, with performance based only on legislation, is worrying, as well as the eclectic perspective that expressed itself in 8.88% and 6.21% did not know how to answer. Regarding the analysis of qualitative data, it was apprehended that the option for “Marxism” is not accompanied by conceptualizations/reflections about the categories in a way that reveals a domain of theoretical complexity over dialectical theory and method. However, in this researcher's assessment, professional work is influenced/mediated by this theory, as they reveal critical professional actions committed to social rights and accompanied by concepts and categories such as: guarantee of rights, ethical political and societal project, struggle of classes, social movements, revolution, among others.

PROFESSIONAL WORK AND HEALTH OF SOCIAL WORKERS IN THE CONTEXT OF THE DIGITAL INSS: a study at the National Institute of Social Security (INSS) - PA.

This dissertation has as general objective to know and analyze the professional work of social workers in the context of the digital INSS, identifying whether there is a relationship between this new form of work organization and the health of the aforementioned professionals, with a view to contributing to the discussion on this relevant topic, with a view to subsidizing possible forms of struggles aimed at improving working conditions and, consequently, their health. Therefore, the understanding of the object of study was deepened in the light of Marxian social theory and the historical and dialectical method, given the need for immersion in the perspective of social totality, guided by the categories of contradiction, historicity, mediation. The methodological theoretical path that guided this research was based on a literature review of the main categories of this object of study: Work, capital crisis, Social Security, Social Work, Worker's health, from classic and contemporary authors; documentary research on the documents that guide the work of the social worker at the INSS, as well as those that support the autarchy's digitization project. The field research took place online, with 15 (fifteen) social workers as subjects who work at the INSS in the state of Pará. In terms of data collection instrument, semi-structured interviews and systematic observation were used. The nature of this research is qualitative-quantitative, starting from the understanding that the interconnection between these data is fundamental for the deepening of the reality that presents itself loaded with multiple determinations and contradictions. Thus, considering the analyzes and reflections undertaken at the end of this study, it was identified that the forms of control and management of work, via the use of the digital system impose numerous changes to the work of social workers, which affect the conditions ethics and techniques of these professionals. With regard to the health-disease process, it was found that there is a relationship between the work performed in the INSS/PA and the health of social workers, which is expressed, above all, from manifestations of mental strain related to work. Despite these contradictions inherent to the capital x work relationship, there was a process of resistance from social workers at the INSS, especially from union activities, internal articulation at the level of the GEX and external articulation with the group of entities in the category.

THE PARTICULARITY OF THE WORK OF SOCIAL WORKERS IN URBAN/HOUSING POLICY: REQUIREMENTS, RESPONSIBILITIES AND RESPONSES

This thesis discusses the particularity of the work of the social worker in urban/housing policy expressed in the requests, attributions and responses to the demands presented by workers in this socio-occupational space. The research is qualitative, with bibliography and document review technique and application of semi-structured interviews with 52 (fifty-two) Social Workers from public and private institutions in the States of Amapá, Amazonas, Maranhão and Pará. it takes place to carry out socioeconomic diagnoses, select who has the profile to access housing, and above all the request occurs through Ordinance 464 of the extinct Ministry of Cities, which directs that the implementation of Social Work be coordinated by a trained professional in Social Work or Social Sciences. It was verified in the field research, with the document review of the ST projects, that the majority were coordinated by Social Workers. Thus, understanding the particularity of work in this specific field requires understanding the essence of the Capitalist Mode of Production, as housing as a high-cost value is not guaranteed for a group of workers, access being possible only through social policies. In this scenario the Social Worker, a salaried worker, is inserted. In the field research, it was possible to verify that most of the interviewees had a precarious employment relationship, with temporary contracts. The institutional request to the Social Worker under the Urban/Habitation Policy is related to the implementation of Social Work with the feasibility of socio-educational actions guided by the axes defined by Ordinance 464 of July 25, 2018, of the extinct Ministry of Cities, which are: Mobilization, organization and social strengthening; Monitoring and social management of the intervention; Environmental and heritage education; Socioeconomic development. The request is also linked to work within the municipal secretariats to carry out a socioeconomic and socio-territorial diagnosis, selection of beneficiaries for the programs, planning, monitoring and evaluation of Social Work, when this is carried out by outsourced institutions. According to the interviews, this request occurs due to the ability of this worker to mediate with the beneficiaries, both in the relationship with the implementing body of the policy, and in the mediation of conflicts, above all, for the consensus around the actions; an expanded view of reality, the professional analyzes the context and socioeconomic conditions of individuals; ability to identify the social vulnerability situations of families and people's needs; knowledge of the intersectorial network of social policies, as it directs and facilitates access to social rights; theoretical training, technical operative competence, the Social Worker performs assistance, monitoring, investigation and prepares a social opinion. Regarding the attributions, according to the field research, 100% of the social work projects were coordinated by Social Workers, and the technical teams were also composed mostly of Social Work professionals. Regarding the attributions, the main ones are related to socio-educational actions and assistance and referrals; Community organization; Formation of leaders; Select the demand to be met; Individualized assistance; Home visit; Assessment of the “degree of vulnerability”; Referrals for access to different public policies (social rent, health, education, social assistance); Carry out social duty; Prepare reports of the actions taken; Develop socioeconomic diagnosis of families. It is understood that the professional responses, as a result of the survey, point to meeting institutional requirements, but also the needs presented by workers benefiting from the actions. The particularity of the Social Worker's work is mediated by the political ethical project, by the professional training guided by the theoretical-methodological and political ethical dimensions. Therefore, there is a request for institutions and professional attributions, but the answers given to the requests and demands are shrouded in contradictions, as the socio-educational actions carried out may or may not have a critical content about the reality experienced.

This research aims to present an analysis of the process of popular participation in solid waste management in the Metropolitan Region of Belém (RMB), through the representation of the Permanent Forum Fora Lixão (Out Waste Deposit) de Marituba (FPFLM), for interconnecting, planning and management of solid waste in the Municipality of Marituba-PA, in order to demonstrate its dialogue strategies with the executive, legislative and juridical powers in the RMB. In this context, Guamá Treatment of Waste is responsible for managing the landfill located in the municipality of Marituba where waste from the RMB is deposited. This project is a private landfill, installed with the consent of state environmental inspection agencies. However, it took a short time for the landfill to start to show problems. Since then, it has been generating social and environmental impacts, denounced by the FPFLM social movement, in which the contamination of soil, air and watersheds stand out. The popular movement demands of the competent authorities the closure of the landfill activities due to the socio-environmental damage it has been causing. We tried to understand how the process of management and implementation of the national solid waste policy in the RMB takes place and identifying how the process of solid waste management in the RMB has impacted the daily lives of the population residing in the Municipality of Marituba - PA . Based on the identified impacts, an attempt was made to understand the strategies developed by the FPFLM to demand solutions from the public authorities related to the disposal of solid waste in the landfill. In this way, it was possible to apprehend the advances and setbacks in the execution of solid waste treatment and final disposal services in the RMB, based on the participation of the FPFLM in decision-making spaces. The research was developed from the theoretical support of the critical historical method, having as methodological procedures bibliographic survey, survey and document analysis and a participant observation technique was carried out as well as a total of 05 (five) semi-structured interviews. In these, 03 (three) residents and FPFLM activists were interviewed, as well as 01 (one) Environmental Technician and 01 (one) ex-Secretary of Environment, both from the Department of Environment of the Municipality of Marituba/PA. Residents should have an effective guarantee of their participation not only in public hearings, but in the entire public sphere of the State, whether within the scope of the Legislative Power, whether in the scope of public policy planning and, equally, in the sphere of the inspection activity of the exercise of public power. However, the research revealed that decisions are imposed on the population, neutralizing popular participation in decision-making spaces.

This study sought to address and deepen the issues urrounding the issue of interruption/abandonment of treatment for people living with HIV/AIDS in order to better understand the conjunctural, structural and social factors that contribute to the fragility of this dynamic and multifactorial process. characterizes as membership in its broadest definition. Thus, the general objective was to analyze the low adherence to treatment of users with HIV/AIDS in a university hospital in Belém. The specific objectives were: to briefly contextualize health policies, highlighting their (re)meaning and their conception as a social right in the scope of HIV/AIDS; investigate the insertion of social services in the health area and its relationship with HIV/AIDS and analyze the process of (non) adherence to HIV/AIDS treatment in the specialized care service at the João de Barros Barreto University Hospital. An exploratory study wascarriedout, basedonquanti- qualitativeresearch,establishingadynamic relationship between the real world and the subject. The field research was carried out at the João de Barros Barretos University Hospital(UHJBB), reference institution in the treatment of people with HIV/AIDS, also using documentary research in the hospital's database (medical records), interviews with users and a local Social Worker, from September 2019 to February 2021. It was bserved that the factors that most impacted the continuity of treatment was the stigma that persists for more than 40 years of the epidemic generated by a number of technical and structural errors in Public Policies, corroborating for the massification of prejudice and discrimination.

SOCIAL WORKERS AND MANAGEMENT: A CASE STUDY IN SOCIAL ASSISTANCE POLICY

This dissertation deals with a study on the work of the social worker in the management of social policies. Its general objective was to analyze how management, defined by the Profession Law in 1993, is present in socio-occupational spaces that employ social workers. To this end, the Social Assistance Policy – PAS was adopted as a methodological approach, considered by most studies in the area of knowledge in Social Work, as the social policy that most employs the referred professionals. The methodological procedure also opted for a case study, the Municipality of Castanhal in the State of Pará, where the author has worked as a social worker throughout her professional trajectory. The technical procedure for data collection included a bibliographic and documentary survey referring to social policies, in the first case and, in the second, of PAS, mainly in the ambit of the secretariats, responsible for the management and execution of municipal actions of social policies in Castanhal. In addition, questionnaires were applied to PAS managers and workers through semi-structured questions carried out online by the Google Forms platform. The study indicates that the PAS in Castanhal reproduces the model of social policy adopted in Brazil, according to which inequalities are not faced, reiterating welfare actions, a situation that has worsened in the last three years. Although the Municipal Social Assistance Secretariat - SESMA, in Castanhal, absorbs the largest number of social workers, a situation that is not different from the other secretariats that cross the PAS, the number of professionals who had experience in management is insignificant. The few that performed this function, did not finish the four-year term, fulfilled by the mayor at the time. A fact that, among other reasons, can be explained by the refusal of social workers to obey the guidelines of the municipal manager, contrary to the understanding that, although exercised in the context of contradictions, the PAS, stands in the defense of the rights of those who need it.

This dissertation addresses socio-enviromental conflicts arising from the construction of ports complexes in Pará state from 3 (three) analysis parameters – threats to traditional communities, agents involved and ways of resistance from those communities. Due to the new pandemic, coronavirus (SARS-COV 2), the methodological procedures were redefined, using Systematic Literature Review (SLR) technique added to the documentary research, on-site observation and innterviews carried out at the Guajará de Beja community, Abaetetuba municipality, one of the impacted community by a port complex in Pará state. The observation in loco and the interviews carried out in that community in October, 2020, with all the caution recommended by the public health agencies in relation to the pandemic. From the SLR research protocol applyment , 10 (ten) studies were selected, which, afther analysis added to the other methodological procedures, indicated that disputes over natural/locational resources, in particular, for the port complexes installation in Pará state, they have produced socioenvironmental conflicts among economic, state and tradional communities in Pará’s amazon region, In the territories where living/working men and women, natives or not, the metabolic relationships mankind/nature are in permanent rupture process in the capitalist context, and it has been fierced, with State featuring, at the current historic square.

Theoretical-methodological tendencies in the process of professional formation of Social Work: an analysis in Brazil and Germany

The present dissertation is proposed to study the critical theoretical-methodological tendencies assumed by the German and the Brazilian Social Work, as well as its materialization in the process of professional formation. To reach the general objective of the study, is presented the process of historical development of Social Work in the two countries since its genesis until the actuality. The specific objectives of the study are: to understand the insertion of Germany and Brazil in the social order of capital; to introduce the professional projects of the two realities; to contextualize the professional formation and its insertion in the system of superior education in Germany and Brazil. The importance of the present study is seen in the possibility of constructing an enriching knowledge for the profession in the two countries. The study is realized in the light of the critical-dialectical method. The research is divided in two parts. The first one, objectives to localize and analyze the critical theoretical-methodological tendencies, while the second is proposed to investigate the materialization of these tendencies in the professional formation. The presented results, are resulting of an exploring and descriptive research. To reach the objective of identifying the critical tendencies, a bibliographical research was realized. To localize the authors representing critical tendencies of the Social Work, was adopted the methodological procedure named as State of the Art. The publications of the respective authors were analyzed with the use of the method of content analysis. In order to analyze the materialization of the critical theoretical-methodological tendencies in the professional formation, the pedagogic projects of two courses of graduation in Social Work have been analyzed – one Brazilian (UFPA) and one German (EHF). To realize this analysis also was used the method of content analysis. During the second chapter of this dissertation are introduced different theoretical frames, as well as there is elaborated a definition of the concept of critical social theory. The presented discussion, is subsidizing the analysis of the results. It is possible to verify the existence of critical theoretical-methodological tendencies in both of the countries, however, as it will be shown in the final considerations, are existing differences in the definition of the concept of critical in the two countries. While the Brazilian Social Work, institutionally, defines the Marxist/Marxian social theory as orientation for the profession, the German Social Work is starting at a point of a vast theoretical pluralism and its definition of the concept of critical is not founded on a defined theoretical option.

THE WORK OF THE SOCIAL WORKER IN STUDENT CARE: a study on professional practice at the Federal Rural University of Amazônia

The dissertation presented herein aims to analyze the work of the social worker who works in the Student Assistance Program - PAE developed by the Universidade Federal Rural da Amazônia (UFRA), understanding the limits and possibilities of professional practice in this social-occupational space. To achieve the general objective, the following specific objectives were established To understand the process of articulation of the theoretical-methodological, ethical-political and technical-operative dimensions in the professional practice of social workers in student assistance; to apprehend the main technical-operative instruments used by social workers during their professional intervention process, in order to understand their contribution to guarantee rights in student assistance; Reflect on the main professional requisitions and institutional demands that are placed upon social workers in their professional practice in student assistance, in order to discern the particularities of this work; understand the difficulties and challenges posed in the work of social workers in student assistance, with the purpose of understanding the nuances of this social-occupational space. The present study was developed based on the historical and dialectical materialist method, having as methodological procedures: a bibliographical survey and documentary and field research. This is a qualitative research. The bibliographical survey comprised the reading of works that deal with the concepts and categories that surround the theme studied, such as: work; education; Social Service; constitutive dimensions of the profession; instrumentality; social worker's work; and student assistance. The documentary research was carried out by consulting documentary sources such as: Constitutions, decrees and presidential ordinances that regulate education policy and student assistance, Regiments and reports from the PAE and the UFRA. The field research was carried out with the PAE social workers at the UFRA, using the interview technique, via Google Meet, with the use of a semi-structured interview script. The research showed that the work developed by social workers is conditioned to the actions that make or do not make access to student assistance possible, and has gained centrality in the professional routine, the performance of socioeconomic studies, as an institutional request, to the detriment of other actions that the social worker can develop in student assistance. The study showed that social workers in their professional practice are able to articulate the constitutive dimensions of the profession, more explicitly the ethical-political and technical-operational dimensions. As for the technical-operative instruments, the social interview was the most developed by the professionals. It was found that the professionals experience a process of precariousness that has been materialized by work overload and intensification, but also with the occurrence of moral harassment. Regarding the limits, we identified: budget limitations and the centrality of income from the PNAES, deficiency of physical infrastructure and adequate materials, lack of management, as well as insufficient Social Service professionals and administrative support, which has caused the professionals to be overloaded and become ill. As for the challenges, it was observed the understanding of the real purpose of student assistance in the institution itself and overcoming the limits imposed by management: the difficulty for social workers to participate in training; the absence of democratic spaces for dialogue with the multiprofessional team, compromising the planning and evaluation of PAE/UFRA actions; the need to strengthen the internal organization process of the PAE social workers category, but also with other professional categories and students.

This dissertation presents an analysis of the relationships/working and health conditions of social workers who work in medium/high complexity hospitals in the State of Pará, specifically those under the management of Social Health Organizations (OSS). It is a quantitative and qualitative research, exploratory in character, having as a methodological procedure the bibliographical, documental and field research. The analysis of the object of study took place through the critical social theory and the historical-dialectical materialism method. In the present study, it was found that there is an expansion of the privatization of health policy via OSS, with the management model being privileged in the State's public agenda. With regard to professional work, the management of OSS focused on the precariousness of labor relations through flexibilization via outsourcing/quarterization of work, of indefinite, fixed and temporary contracts, admission by selective process and indication, with low wages; in the absence and/or low coverage of labor rights/benefits; in the extension of working hours and in the intensification of working hours. As for professional skills/attributions, "old" issues and "new" dilemmas in daily work were found, implying professional autonomy, from the demands and impositions of activities that are not compatible with professional practice, for example, scheduling an ambulance, filling out death certificates, checking/identifying users who died with COVID-19 and communicating them to family members, etc. Regarding working conditions, it was identified that there are precarious work structures, expressed in the lack of individual room that would ensure the right to professional secrecy; in the lack of financial, material and human resources; and personal protective equipment, which had repercussions on the worker's health. In fact, there is the occurrence of illnesses and physical/mental wear and tear caused by the work dynamics in the surveyed hospitals. It is concluded that the management of the health policy via OSS implied the intensification of the precariousness of relations and objective/subjective work conditions and had an impact on the health/life conditions of workers, accentuated in the context of the COVID- 19.

GLOBALIZED "POVERTY" AND TRADITIONAL COMMUNITIES: A study to think about public policies and resistance in Barcarena/PA

The main objective of this dissertation is to analyze the different conceptions and realities of poverty generated by the advance of capital in traditional communities in the industrialized forest of the Amazon, specifically in the Território do Conde, in Barcarena, in order to problematize the effects for these communities and be able to contribute with the formulation of policies and actions to support communities in the fight against “poverty”. In order to achieve this goal, the research was anchored under the method of historical-dialectical materialism, through which it is possible to apprehend the socio-historical determinations present in concrete reality, precisely in the construction of concepts and operational norms, with the support of mediation as an analytical-reflective category. The research methodology was based on a mixed focus of a quali-quantitative nature, as it covers social phenomena in their entirety, being used as instruments and techniques for data collection: a) bibliographic research, through articles, books, theses and dissertations on the conceptions of poverty, approaches to territory, well-being and traditional communities by critical studies of Political Ecology b) documentary survey, carried out in official documentation that presented conceptions of poverty from international organizations, public bodies about the communities of Barcarena, as well as in social and territorial public policies; c) field research, through semi-structured interviews with 10 residents of 4 traditional communities in Barcarena. The research allowed, preliminarily, to understand: that the approaches to poverty permeate the global logic of the countries of central capitalism, therefore, it incorporates the logic of coloniality/modernity in their discourses; the conceptions of the Barcarena communities about poverty, wealth and development are central to the territory and, therefore, escape the considerations of multilateral organizations and local policies; the paradigm of living well, despite being an ethical-political horizon in the narratives of traditional communities, is not fully possible in the present sociabilities, but it is signaled in the resistance and permanence in the territories.

The dissertation presented here aims to analyze how, in professional training at the undergraduate level, the subjects involved in the process of professional training in the Social Service course of the Faculty of Social Service, linked to the Federal University of Pará - FASS/UFPA, develop the pedagogical practices for the teaching-learning of the constituent elements of the technical-operative dimension and the inseparability of the other dimensions, ethical-political and theoretical-methodological. To achieve this general objective, we established as specific objectives: 1) to analyze the understanding of teachers and students regarding the training processes and the role played by these subjects in the subject-knowledge relationship; 2) analyze how teachers articulate, in their respective disciplines and through the instruments and techniques relevant to class planning, the teaching of the technical-operative dimension; 3) identify the theoretical-methodological trends of these teachers, with a view to verifying whether they are in line with the critical direction of professional training; 4) analyze the understanding of students about the technical-operative dimension, in order to verify if the pedagogical practices that these subjects experienced meet their learning needs of that dimension; and, finally, 5) verify the advances in the teaching-learning process of the component elements of the technical-operative dimension and which strategies are proposed by the subjects involved in this process to overcome the contradictions in teaching this professional dimension. The investigative and analytical process will be carried out through the Marxian method, based on the set of categories: totality, contradiction and mediation, which provide an approximation and emergence in radicalism. Following, this research was developed from a mixed approach (quanti-qualitative) and data collection took place through field research, using the interview technique, via google meet, using the instrumental interview script semi-structured, with open and closed questions. In addition, document analysis and literature review were carried out in the magazines Serviços Social e Sociedade and Temporalis. The research shows as one of the results, firstly, the consistency of the teachers interviewed with the PEP, as they are based on critical pedagogical practices, with the purpose of providing teaching-learning of the technical-operative dimension. For both researched subjects, the teaching-learning process takes place through mutual constructive exchange in the fruitful elaboration of knowledge. However, from the student perspective, we highlight the recurring attribution to the teacher about the process, taking away from them the responsibility of placing themselves as individuals directly involved in the process. Teachers, in the organization of their lesson plans, opt for playful methodologies (example: clothesline photo, theater and cinema debate) that encourage the direct participation of students and make them critically elaborate their knowledge of the technical-operative dimension. In an accessible and not in-depth way, students are able to express the basic elements that make up the technical-operative dimension. on the other hand, they have difficulties in relating it to the theoretical-methodological and ethical-political dimensions. And, finally, to verify the advances in the teaching-learning process of the component elements of the technical-operative dimension and which strategies are proposed by the subjects involved in this process to overcome the contradictions in teaching this professional dimension.

Professional Training and Work of Social Worker in the management of the Social Assistance Policy is a theme that presents itself as a constant challenge to be problematized in contemporary times. When considering the practices of managers of municipal secretariats of the Social Assistance Policy, trained in Social Work, relationships that express the involvement between the dimensions of sex, profession and Social Policy are observed. The Social Assistance and Social Work have been presented, on the one hand, in an area and profession that show an expressive presence of the female sex, and, on the other, they have shown throughout the historical processes, the links with the sphere of reproduction associated with the meaning of care. The aim of this thesis is to analyze the actions of municipal secretariats of the Social Assistance Policy in the State of Pará, especially those carried out by managers trained in Social Service. Verifying whether these actions developed in the context of the management of this policy by social workers, were based on professional activities aimed at accessing social rights or were based on the reproduction of conservative practices, involved critical analysis based on Marxism problematizing fundamental categories such as Work, Social Class and Social/Sexual Labor Division. The bibliographic documental and field research carried out with 6 women managers with training in Social Work who had the experience as municipal secretaries of the Social Assistance Policy in the State of Pará and 1 technical servant of SEASTER-PA, totaled 7 interviews that articulated the documental research about the actions developed by the municipal secretariats, located in publications and information disclosed by public and private institutions, it was obtained as results that the relationship between statements and actions signals the existence of a distinction between conception and materialization of the policy by the municipal secretariat. Despite the changes and advances that have taken place in Social Assistance, when it is configured as a public policy in Brazil and in the formative guidelines of Social Work that is guided by the Marxist critical view, there is a continuity of practices developed by social workers based on the contradictions present in Brazilian Social Security, marked either in the absence of a class perspective and in the reproduction of social inequality, thus presenting the materialization of the limits of social policy.

The production of knowledge of the PPGSS-UFPA(1998-2019): the debate about theory and practice.

The present thesis is constituted as a documentary and bibliographic research on the production of knowledge about the categorical pair theory-practice. The data analyzed in this research are from the dissertations, defended in the Graduate Program in Social Service of UFPA (PPGSS-UFPA), during the period from 1998 to 2019. The method employed was dialectical historical materialism. As for the methodological procedures, it was adopted the techniques of content analysis, documentary, bibliographic, and systematic literature review to build the theoretical framework. The creation of selection protocols of the most relevant dissertations, and a proposal for the identification of research themes, according to the Thematic Research Groups (GTPs) of the Brazilian Association of Teaching and Research in Social Service, developed for the thesis. The first survey, with 224 dissertations, revealed that most of the studies are concentrated in the state of Pará; more than 90% carried out primary information collection (field research). The main motivation for the research was the interest in contributing to professional practice. 37% of the graduates have two or more jobs. Considering all jobs only 21% work 30 hours a week, and 22% are exclusively involved in teaching activities, while 35% are exclusively involved in professional activities. In the professional activity, health policy concentrates the largest number of graduates. Most of the dissertations discussed themes linked to the GTP "Agrarian, urban and environmental issues, and Social Service." While the GTP "Ethics, human rights, and Social Service" comprised only 1%. The data from the second survey, with 25 selected dissertations, led to the understanding that there are three sets of obstacles for the dialectical apprehension of the relationship between theory and practice. The third set, formulated in this thesis, refers to the non-understanding that professional knowledge has four components: theoretical knowledge and knowledge of the area of Social Service; procedural knowledge; knowledge of the empirical reality; and the technical opinion and operationalization of professional work. We conclude that the results point to three sets of obstacles that stress the proper appropriation of the categories' theory and practice: 1) the real basis of alienated productive activity builds obstacles, revealing an apparent schism between the categories of theory and practice; 2) within the debate in the field of Social Work, there is a failure to understand the dialectical reciprocal relationship between these categories that represent unity in their diversity; 3) social practice is confused with professional practice; social theory is confused with professional knowledge and the set of constituent components of professional knowledge is taken as a single type of knowledge, usually theoretical. The knowledge production of the PPGSS-UFPA, from the defended dissertations, has contributed to objectify the particularity of the studies carried out in the post-graduation area, to reveal the working conditions and professional insertion of the graduates, likewise presenting detailed descriptions of the materiality of the professional practice and the demands of the population served by the Social Service in the region, enriching the reflections about the technical-operative dimension, reaffirming the dialectic unity between professional knowledge and professional practice.

The present dissertation presents as a study proposal the theme social protection and youth, whose general objective is to analyze the demands and difficulties that are present in the insertion of young people as subjects that demand the programs, services and projects developed in the Reference Centers of Assistance (CRAS) of the municipality of Breves / Marajó-PA. To achieve this goal, the study starts from critical social theory, and is developed through the dialectical method. It has as methodological procedure the accomplishment of bibliographic research, documental analysis and field research, considered as stages articulated with each other. The bibliographic review included reading works that deal with social protection and youth, social policies and social assistance, allowing to reflect on such categories. The documentary analysis was based on the reading of documents prepared by SNJ, IBGE, IPEA and the Ministry of Citizenship, as well as the analysis of the Municipal Social Assistance Plan - 2018/2021 and management reports produced by CRAS. The field research was carried out at SEMTRAS and CRAS, using systematic observation and semi-structured interviews with professionals and young users of social assistance services as instruments for data collection. The results show that youths stand out as a segment that increasingly experiences in their daily processes of denial and violation of rights, which demonstrates the existence of a reality of social (dis) protection for young people belonging to the class brevense worker. The study also made it possible to identify existing limits and potential in the work that the CRAS develop with these young people. As for the limitations, the professionals indicate the lack of resources and adequate infrastructure; absence of financial subsidies for young people who complete income generation courses; the lack of monitoring of young people who participate in activities aimed at professional qualification; the absence of training to work with young people; low number of actions for youths; lack of specific planning to think about the service; as well as the fact that the Youth Secretariat was not created. As potential, there is the motivation of young people to overcome challenges; participation in the actions in which they are involved; and, finally, the creation of partnerships to develop actions within the scope of the CRAS, however, the difference between the formation of partnerships and the intersectoral work is pointed out.

This study aims to analyze the social meaning of the work of the social worker in the socio-legal área from the particularities of professional intervention Public Defender's Office, the Public Prosecutor's Office and the Court of Justice in the Pará State. As it is a pioneering research in the state, it is shown as an essay. However, it is based on theoretical and methodological rigors that allow to apprehend the meaning of this work, with its wage aspects, its contribution to the production and reproduction of social relations, as well as the very experience of social workers who work in such spaces in relation to these aspects. Therefore, it starts from everyday issues and from the social image that one has of this work and of these institutions, the difficulties and experiences considered successful by the interviewees and identifies contradictions that distance themselves from this image through successive approximations with reality. The contradictions are manifested mainly through four categories that talk to each other wich are: State, Law, Work and the ethical-political dimension. Although they are closely linked, each one concerns a chapter in which are presented their relations with each other, be it their own contradictions and how it has its resonances in Social Work in the socio-legal area. Among the main conclusions, it is emphasized that the difficulty or lack of recognition of these inconsistencies occurs due in the functional ideological character of the conservation of social relations and capitalist interests that is part of the content of the State and the Law, in addition, both are also shown to be social relations insofar as they materialize the most diverse ideological discourses through their institutions, for example. Their respective functionalities are linked to the alienation process arising from the Work of this society and Market, above all, due to the condition of wages that makes it difficult to see what contributions and resistance were, are or can be assumed for professional interventions particularly in those that subsidize legal decisions. Finally brings as a problematization that precisely because there are contradictions dialectically limits and possibilities of intervention coexist.

This study seeks to investigate the standardization of social housing in order to verify whether it meets the requirements for healthy housing. Which is characterized by a set of basic conditions, such as: a) comfortable, safe and wholesome shelter; b) accessible location, with access to the various institutions and basic services; and, c) protection for residents internally and externally. In view of this, it was developed based on the historical-dialectical materialist method, having as a fundamental strategy the analysis of the database belonging to the research project “The PAC urbanization of precarious settlements in Amazonian cities: methodological proposal for the evaluation of production and human occupation in housing policy in Belém and Macapá (CasaPAAP)” as a result of the investigation of four areas that have been relocated/resettled due to urban interventions, namely: Riacho Doce, Vila da Barca, both in Belém/PA, Taboquinha, in the District of Icoaraci and Jaderlândia, in Ananindeua/PA. The aforementioned database consists of 353 forms that were applied through interviews with residents from 2014 to 2016 (corresponding to the first stage of the research). It is a research of quantitative-qualitative approach and of a descriptive character, in which the main techniques are: bibliographic survey, documentary research and analysis of the database. The bibliographic survey prioritized classic and contemporary authors who contributed to the analysis of the housing issue in the capitalist dynamic; and helped to reflect on housing programs of social interest and healthy housing. The documentary research was carried out through the survey of official documents of the executed projects and data collection sites that provided subsidies for the justification of the research object. The analysis of the database was structured according to the research objectives, considering the main variables contained in the forms. The analyzes point to an incompatibility of the housing standard implemented in government social housing programs with the production of healthy housing. It was observed that the resettlement of families to the housing estates analyzed meant improvements in the physical conditions of the home, especially in relation to the appearance of the house and access to basic sanitation, however this change did not mean improvements for the safe stay and meeting the needs of the residents. residents, on the contrary, the resettlement imposed by social programs had negative impacts, such as: the disarticulation of families' survival strategies, dissatisfaction with the dimensions of the housing and typologies adopted, as well as greater difficulty in accessing urban services and equipment.

This master's thesis has as its research theme People Who Live and Live with HIV / AIDS (PLHIV) and the Social Assistance Policy: A literature review study. The guiding questions were: Why does the Social Assistance policy not recognize people living with the referred syndrome as a legitimate user of the Continuous Benefit Benefit (BPC)? What is the production of Social Work as an area of knowledge about people living with HIV / AIDS? These questions were guided by the following objectives: To analyze the production of Social Work as an area of knowledge about people living with HIV/ AIDS; to know the treatment given by research in Social Work on people living with HIV/AIDS; analyze how social policies respond to the demands of people living with HIV/AIDS and highlight the criticism made by the production of Social Service to the Social Assistance Policy directed at people living with HIV/AIDS. The methodological procedure used in the research was to consult publications by authors of Social Work that investigate the Social Assistance Policy and the review of this literature on the production of Social Work that addresses the person who lives and lives with HIV/ AIDS and the social policies aimed at tackling HIV/AIDS. The database was the Supira Platform, with articles restricted to those published in Social Service magazines with Qualis A1, B1, A2 and B2. Observations resulting from the author's professional practice and documentary consultation in the statistical records of the workplace were also used. The analysis of publications on Social Assistance directed to PLHIV allows us to conclude that, like other social policies, they remain limited, in their management and execution, due to their structural determinations. The analysis of data derived from the systematic literature review, on the other hand, allows us to conclude that the main aspects related to the issue and that directly interfere in the possibility of access are: the difficulty of characterizing the degrees of disability / functionality for access, with expertise being the factor of eligibility; the judicialization of the benefit as a final alternative of access; the conflictive relationship between the constitutional norm and LOAS in relation to the level of coverage and delimitation of possible beneficiaries; the focal characteristic of the HIV/AIDS Program itself and the regressiveness of the protection system that makes both health care and care increasingly limited. The reduced number of papers on the topic in Social Service magazines demonstrates the need to expand its discussion in that area of knowledge, since the topic concerns the expressions of the social issue, object of study and intervention of the work of / the social worker in the defense and guarantee of rights.

This study addresses the Basic Social Protection (BSP) of the National Social Assistance Policy (NSAP) for the riverside communities Urubuéua-Cabeceira and Arumanduba in the municipality of Abaetetuba/PA. The objective was to understand how the BSP is developed in the Reference Center in Social Assistance (RCSA) Ribeirinho Polo 4 located in the island area of the municipality of Abaetetuba. To achieve this overall goal, through the specific objectives – identifying the services, programs and social assistance benefits that the riverside communities Urubuéua-Cabeceira and Arumanduba access and how they access, understand how the participants of the research – users of RCSA and workers (as) of Unified System of Social Assistance (USSA) -, understand what it is to be riverside (a) and identify the main challenges and potentialities of basic social protection carried out in the island area of the municipality of Abaetetuba. Exploratory and documentary research was used, as well as the qualitative approach through semi-structured interviews with workers and riverside users of the aforementioned communities. The method of reality analysis was oriented in the light of historical and dialectical materialism. It was identified that, although the PSB performed at RCSA Ribeirinho Polo 4 is important for the riverside communities under study and its recognition is an advance of the USSA, this protection still presents important challenges. One of them concerns the natural conditions of the Amazonian territory that are not taken into account in the implementation of RCSA in the island region restricting and excluding the riverside dwellers to access BSP services, programs and benefits. It was also identified that there is no homogeneity of the USSA operators regarding the understanding of what it is to be riverside, thus inferring the difficulty of recognizing and intervening in the demands of users from their singularities. Finally, we identify that the riverside dwellers are unaware of RCSA role in the territory and understand it as aid, so it does not recognize it as a right.

The present dissertation is justified by the need that the supervised internship theme in Social Work should become a constant academic debate, as a constituent and constitutive element of the professional training process. Its object of research is the supervised internship in the professional training of social workers in Belém do Pará in view of the transformations in the world of work. It brings up the discussion about how the academic supervisor's / field's working conditions imply in the internship supervision process, accentuating the debate about the challenges encountered at this moment of the training, which are recently posed and together with the transformations in the world of work, which directly impact the work of the social worker, either as an academic supervisor / a or field supervisor. They aim to analyze the internship supervision process in Social Work, in different institutions and teaching modalities (public in person, private in person and at a distance) in Belém do Pará, in view of the working conditions of the academic supervisor / the and of the field considered the transformations in the world of work. It seeks to perceive the movement of the object of study in a critical-dialectic perspective of Marxian inspiration, which starts from the position that the relational and dynamic nature of the social being is not perceived in its immediacy. In order to achieve the proposed objectives, bibliographic research was carried out, as well as field research, based on the interview technique (semi-structured), which included subjects chosen intentionally for being inserted in the supervised internship process in public institutions, private presences and the distance from Belém do Pará: academic supervisor / a and field student and trainee. The data analyzed showed that although academic and field supervisors and student trainees experience different realities, inserted in different institutions, they suffer, in the same way, on a daily basis, the repercussions of the transformations caused by the productive restructuring. . It is challenging to develop the internship supervision process as it is defended by the category entities via normative documents on supervised internship in Social Work. It is important to mention the relevance of this debate in the defense of quality professional training with a critical bias, in view of considering the counter-reform of the State and its impacts on the Higher Education Policy that contribute to bring new configurations for professional training, as well as new repercussions in the process supervising internship. It is necessary to incorporate on the part of the actors involved in this process the struggle for guaranteeing an internship and quality supervision, considering the situation of privatization of public policies, and of precarious work.

The present dissertation had implementation of the housing policy in the municipality of Belém (PA), from the implementation of the housing program Viver Belém - PMCMV, and the PMHIS, in the period from 2013 to 2020, to understand how urban planning has been developed and urban management, as well as the effects and impacts resulting from housing policy of social interest. From a dialectical-critical perspective, a qualitative approach and content analysis were chosen, using bibliographic research, documentary and field research as methodological procedures, through semi-structured interviews. The results show impacts such as, families are not covered by the right to the city, when accessing the right to housing through the Viver Belém program, this right is restricted to access to housing. Impacts such as socio-spatial segregation, territorial exclusion, in the lives of beneficiary and / or demanded families, users, who, from access to HIS or due to housing insecurity, continue to demand social interest housing, do not consider the different realities of families , economic conditions, cultural diversity, employment and income, social relations of families suffer subjective and objective impacts. It was also observed that the impacts of urban planning and urban management on the implementation of the housing program Viver Belém (urban) are sharpened, due to their low effectiveness in solving the deficit. There is a disarticulation of urban management, a regression of the initial advances established to housing policy as a scope to analyze the process of social interest and misunderstanding, and little interest in the importance of urban instruments, such as the non-implementation of PMHIS, which although it was used to obtain funds from CAIXA, in the process of implementing Viver Belém it was not carried out, being deliberately forgotten in the PMB management (2013-2020). It appears that the effect of the housing policy has few positive impacts for the contemplated families. However, it is observed that the HIS policy does not end up covering families without income, who are outside the income bracket 1. These are in the profile of the defendants and need to be included, but their effectiveness is very low and is not achieved in the projection that proposes to guarantee decent housing and the right to the city. Thus, urban planning, urban management and housing policy of social interest must be carried out in a transversal way, recognizing the singularities of the beneficiary families and the demanded ones, in the agendas of their needs, their dissatisfactions, and resistance and struggles faced in the context and production of the urban space of Belém.

Public Fund and Social Assistance Financing: a study of the budget and the municipal social assistance fund in Belém (2006 to 2017)

This dissertation analyzed the financing of Social Assistance in the municipality of Belém between 2006 and 2017. Having as object the expenses in the Social Assistance budget (Function 8) and the Municipal Social Assistance Fund (FMAS). The budget represents all resources destined to social assistance, where we seek to understand the proportion of this policy in the general budget of the municipality, in the budget of social security and the distribution of expenses beyond the Institution responsible for its management, the Papa João XXIII Foundation (Funpapa). With FMAS we analyze the co-financing of the three levels of State (Union, State and Municipality), their average of execution and their proportion in relation to demand and income transfer (PBF and BPC). As a theoretical and historical support we use the concept of Public Fund and its connection to the State and the economy. We covered the history of social assistance in Brazil, trying to track records of forms of financing since its birth. The budgetary data (LOA, PPA, RREO) were obtained from the municipality's transparency portal, the City Council, the Management and Planning Secretariat (SEGEP) and FUNPAPA. In addition to these, the Action Plans and Physical Financial Statements produced by FUNPAPA were analyzed and a part is found on the SUASWEB portal and another part made available by the Foundation. As a result of the research, we found the small portion of Social Assistance in the general budget and Social Security, the persistence of the dispersion of the budget of this Social Policy in different institutions, which compromises the single command. We also observed the gradual de-financing of social assistance services and their low average execution, while there was an increase in income transfer for the same period, implying a focus on Social Assistance.

Based on the Marxian and Marxist perspective, historical and dialectical materialism was chosen for the analysis and interpretation and analysis of the data. It had as its starting point the realization of an exploratory and descriptive research, as well as, a research with a qualitative approach. For data collection, bibliographic and field research was used. The semi-structured interview technique was used to collect primary data and the bibliographic survey involved authors who discuss the category of work, social assistance policy, productive restructuring, the neoliberal state, as well as working conditions and health. of the workers in the aforementioned social assistance policy. The results showed that the working conditions in the social assistance policy in the aforementioned municipality, evidence a scenario of precarious and precarious work that directly affects the subjectivity of the workers surveyed, causing feelings that they are suffering at work and manifestations of illness at work. It was also found that despite the current situation being permeated by the violation of rights, workers seek resistance strategies, through social movements as a possibility for transformation.

This dissertation deals with human aging in the context of knowledge production in Brazil. It aims to analyze the main trends of analysis of studies and research related to human aging in the social sciences, particularly in Social Work. The social theory of Marxian tradition and dialectical historical materialism made it possible to interpret the data consulted from the understanding of the macroeconomic and social context that determines the unequal place of the elderly, which, therefore, reflects in the scientific production of their knowledge. Through the qualitative approach of social research with a focus on the bibliographic survey, fundamentals of Geriatrics, Gerontology, and Critical Social Gerontology were presented. The final considerations made possible by the data collected allow us to assess similarities between studies on geriatrics and gerontology, with social gerontology criticizing one aspect of the latter. This aspect arises for the production of Brazilian Social Work as a tendency to face approaches, inspired by geriatrics and gerontology, which often adopt a perspective of aging in a generic way.

The research entitled “The veiled cry and the executioners of nature” The impacts caused by the construction of mining waste treatment dams in Barcarena-Pa. It aims to analyze the scenario of social, environmental and economic impacts that are caused by the actions of mining megaprojects, especially the disasters caused by the rupture of dams of the companies Hydro / Alunorte and Imerys-RCC. In order to achieve the general objective, a set of specific objectives was outlined: The first aims to systematize the academic debate on socio-environmental impacts related to mining tailings dams; The second seeks to carry out a survey of the socio-environmental impacts caused by the construction of tailings treatment dams in Barcarena; And the third, envisages to investigate, from the experiences of local actors / subjects, social changes, direct and indirect impacts caused by the actions of mining projects. The research has as methodical orientation the Dialectical Historical Materialism, based on the writings of the social-critical theory, delimiting as methodological procedures, the Researches, bibliographic, documentary, and the field - field visit, which served as bridges and instruments that helped to objectify the results achieved. Theoretical systematizations point out that the capitalist mode of production, in its evolution, has accelerated the process of capital accumulation and concealing the impacts on the lives of workers and communities living in / of the territories in which the enterprises are installed. In this logic, it appears that the disasters, caused by the companies Hydro / Alunorte and Imerys, reveal to us a reality of unequal conditions accentuated by the capitalist logic, which the traditional peoples and communities of the Amazon suffer daily from the effects, as it is limited to them, the right to develop their conditions of survival, such as: fishing and the production of their own food, since the water, the air and the land are contaminated by chemical products, another, yes, they are restricted to the right of production and reproduction of social, cultural and community relations.

A medida que el modo de producción capitalista se expandió, transformó y alcanzó el nivel de modelo de producción hegemónico, surgió la necesidad de la organización de la sociedad civil en vista de las necesidades básicas de las que solo disfruta una pequeña porción de la población de los centros urbanos para que cubran toda su vida. necesidades. En Brasil, la segunda mitad del siglo XX estuvo marcada por la organización de movimientos sociales urbanos que exigían mejores condiciones de vida para la clase trabajadora, especialmente en las grandes ciudades. En este contexto, la población de Belém también se organizó, exigiendo que los barrios y tierras bajas tuvieran sus demandas satisfechas, entre ellas, el saneamiento básico fue uno de los principales estandartes de las luchas urbanas, buscando vivir con el mínimo de dignidad, resultando en varias Proyectos de macrodrenaje para la ciudad, considerando que Belém está atravesada por ríos, arroyos y canales. Como resultado de este contexto, esta investigación tuvo como objetivo analizar los niveles de desempeño de los movimientos sociales, su influencia en la implementación del Proyecto Macro-Drenaje Cuenca Una. La investigación utilizó el referente teórico y metodológico que apunta al urbanismo como estrategia para la producción de nuevos territorios, que favorece el patrón capitalista de la ciudad, reconfigurando la vida cotidiana de las poblaciones afectadas. Como procedimientos técnicos, la investigación adoptó la historia oral de los sujetos involucrados en los movimientos sociales y de los técnicos y técnicos del poder público que estuvieron a cargo de la ejecución de la intervención de macrodrenaje. De manera complementaria, la investigación también analizó documentos históricos de movimientos organizados y autoridades públicas. La investigación de campo se llevó a cabo durante un período de dos años (2019 a 2020), donde se decidió seleccionar el barrio de Pedreira (y sus fronteras) como foco de investigación, dando como resultado doce (12) entrevistas. Se realizaron entrevistas con vecinos y técnicos de Projeto Una, además de un diputado de estado que presidió una comisión externa temporal (2013), cuyo objetivo fue evaluar los resultados del macro drenaje en la Cuenca de Una, ocho años después de la conclusión oficial en 2005. La investigación señaló que antes y durante la ejecución del proyecto en las áreas afectadas, la población experimentó un fuerte proceso de movilización popular, sin embargo, hubo un reflujo de movilización en el período post-construcción. En este nuevo contexto, el gobierno municipal de Belém, que debe garantizar el mantenimiento de las áreas sanitarias, no lo hizo, exponiendo a la población residente al fenómeno de las inundaciones y los efectos en la vivienda, reconociendo incluso la importancia de que el proyecto haya aportado saneamiento a algunas áreas. Así, la población de los barrios pertenecientes a la Cuenca de Una volvió a sufrir el problema del saneamiento, dando lugar a viejos y nuevos movimientos sociales.

FUNDAMENTALS OF SOCIAL SERVICE AND WORK WITH FAMILIES: the theoretical-methodological unveiling of professional work in the context of housing policy

This dissertation brings a critical analytical study on the Fundamentals of Social Work and Work with Families, therefore, intends to uncover the mediations that cross professional work and that constitute its interventional process with regard to the approach with families along the trajectory of the profession, from its emergence to contemporaneity. Its main objective was to identify the theoretical-methodological trends that guide the work of social workers with families within the scope of housing policy in the municipality of Belém/PA. For this, in its structure, it brings up reflections on the emergence and institutionalization of the profession in the world conjuncture and, later, in the Brazilian scenario; rescues some theoretical perspectives related to the social sciences, which influenced the profession throughout its historical journey; it elucidates the conceptions of the family of authors of the different regions of Brazil, who are dedicated to the debate on this theme and its ramifications; The research was developed based on the theoretical contribution of the critical historical method, having as methodological procedures: bibliographic, documentary and field research, the latter of qualitative character with semi-structured interviews with social workers who work in the execution of social work within the municipal housing department (SEHAB/PA). The set of data collected in empirical research shows that there is a theoretical-methodological combination of different aspects, which signal the reupdating of conservatism from eclecticism; dissociation of the theory-practice unit in the field of training and professional work; whereas the family conceptions of professionals are not coherently tied to the theoretical-methodological references on which they indicated to base their analyses; the absence of family disciplines in the vocational training process; precariousness of professional training courses that promote specialized training spaces in this area; the absence of methodological strategies for directing intervention with families; and finally, it was evident that the conservative and technical-bureaucratic rationality of institutional management, directly rebates in the professional work of professionals. Thus, it was identified the trivialization of restricted performance, reduction of the technical team, increase of the turnover of professionals in the execution of social work because of precarious contracts and outsourcing of services; relations established by a political-party bias; limitation of resources and professional autonomy, among other items.

HOUSING CONDITIONS AND SURVIVAL OF FAMILIES IN RENT AID IN BELÉM-PA: The effects of the Orla project and the (No) right to decent housing in the Estrada Nova River Basin.

This work has as its central question the analysis of the habitation conditions of families benefiting from rental assistance within the scope of the Orla Project in the Estrada Nova Watershed (BHEN) in the city of Belém in the state of Pará. Marxian theory was adopted as a theoretical and methodological perspective, particularly the reflection on the urban space as the place of materialization of capital, whose state intervention acts to ensure the reproduction of accumulation through the process of urbanization, providing services and collective equipment to the central areas of the city, to the detriment of the peripheral areas, only when they start offering great potential for investments in the property market does the state begin to provide policies for urbanization and recovery of degraded areas with Large Urban Projects. Theoretically, this process is explained by urban intervention as an urbanization strategy and consequently of compulsory displacement, relocation, corroborating for urban segregation and the exclusion of the Right to Adequate Habitation in the reconfigured space. In an attempt to demonstrate this perspective, a qualitative and quantitative approach was chosen through bibliographic analysis, with authors from the critical chain at the international, national and regional level who deal with the production of the urban space and the capitalist city and their social contradictions, documentary through analysis of official documents from the Municipality of Belém, Federal and State Prosecutors, and field with application of questionnaires and semi-structured interviews with families and political leadership, participant observation and visit in locus. The main results of this study show that the government, when adopting the Large Urban Projects modality to intervene in the flooded areas of the city of Belém, does not have habitation as one of the priority axes of urban policy, especially for the most vulnerable and impoverished strata. Such perspective is visible when observing the modus operandi of urban projects, as is the case of Orla Project empirical research analysis field, which aimed to urbanize the edge of the Estrada Nova Watershed with the discourse of rescuing citizenship and promoting improvements in the habitability conditions for the local population, but, contradictorily, it generated several negative effects on the habitation conditions and survival of the families directly affected by the removal, since they were inserted in the benefited from rental assistance, insufficient to guarantee the permanence in the reconfigured area and that suffers from property speculation. Therefore, families who have been waiting for the delivery of their habitations for more than ten years have come to live with insecure tenure and are segregated from the Right to Adequate Habitation on the new urbanized edge of the Portal da Amazônia.
