NUCLEAÇÃO DE ESCOLAS DO CAMPO: UMA ANÁLISE DOS SENTIDOS EM CIRCULAÇÃO NOS DISCURSOS EM TORNO DA POLÍTICA PÚBLICA NO MUNICÍPIO DE TUCURUÍ-PARÁ

The present Thesis analyzes a historical moment in the municipality of Tucuruí, of the reorganization of the rural school territories and the redefinition of the educational guidelines resulting from the Public Policy of School Nucleation. The study allows us to understand the consolidation process of a public policy, in its different phases, from the meanings given by different discursive spheres. It starts from the following research problem: What social voices inscribed in the materiality of the discourse on the Nucleation Policy for Rural Schools, in the municipality of Tucuruí, produce meanings about the guarantee of the right to education for those who live in/from the Campo? Based on the issues already announced, its objective movement: to analyze the intersection of social voices, inscribed in the materiality of the discourse on the Nucleation Policy for Rural Schools in the municipality of Tucuruí, which produce meanings about the guarantee of the right to education for those who live in the /do Campo, to identify the social, political, economic and historical contexts that involved the creation and implementation of the School Nucleation Policy in Brazil, In its theoretical-methodological developments, the study, based on a qualitative research, will reflect on the nucleation policy school in the countryside from the Dialogic Theory of Discourse, a discursive approach that helps us to understand the constitution of discourses on the policy of nucleation in its historical and ideological development. As a result, in the coming and going of the analytical process, we aim to identify regularities of discourses that will be translated into themes/means not foreseen a priori, as it will be from the corpus itself, in this study the interviews, that the analytical categories will emerge. For this purpose, we bring the theoretical contributions of Mikhail Bakhtin and his Circle, as well as Brazilian researchers whose research has Bakhtinian foundations. The premise of this study is that the intersection of discourses, produced in different discursive spheres, refer to meanings that show that the nucleation policy promoted administrative organization and greater rationality of resources for municipal education systems, but maintained the logic of precariousness and from inequality to the right to education in the social and educational reality of the populations of the countryside in the municipality of Tucuruí. The provisional results show that the extinction of Escolas do Campo, in the municipality of Tucuruí, was paralyzed in 2016, when the last Polo School was inaugurated. Another important fact is that the existence of the Pole-Schools, considered as a reference model of quality, did not prevent the continuity of other school units, called Attached Schools, which even operating in precarious physical and pedagogical conditions, opened up the marks of the identity of the social and solidary struggle for the right to education that, given the state's slowness in meeting educational demands, takes responsibility for making it happen.
